If the community or someone want to produce a map book and publish somewhere to eventually gain some attention. It would be viable to make this In Japan? There's some place in Europe where this would be viable as well without legal problems like jail time?

I think most countries that value freedom of speech won't put you in prison for that. The only western democracy that I know would definitely do so is the UK, but in the US for example it'd be protected by the first amendment. In other european countries you should look up what their constitution says about free speech and wether there's been precedent for such a thing.
