If passed, Senate Bill 17 would make first-degree rape, first-degree sodomy, or sexual torture capital offenses, when the victim is under the age of 12. The bill, known as the Child Predator Death Penalty Act, would also require suspects convicted of one or more of these crimes serve a minimum of 30 years in prison before being considered for parole.
