I think the answers make it clear that this is a very complex question. There’s no straightforward answer. It all depends on many factors. The answer to “What’s the best country to be a MAP?” depends heavily on all sorts of variables:
-For being a non-offending MAP or for actually engaging in sex?
-For being a heterosexual or a homosexual MAP?
-For being a pedophile or an ephebophile?
-Would you rather have a 5% chance of ending up in prison, but under decent conditions, or a 1% chance, but under hellish conditions?
-How much do you care about the well-being of minors? Do you want a country that allows AMSC because it believes it isn’t inherently harmful, or are you satisfied with a country that allows it because, even though it considers it harmful, it isn’t concerned about the well-being of minors?
And the fact is the answers to those questions can change not only which is the best answer, but also which is the worst. The best country for a heterosexual might be the worst for a homosexual, and so on. Be very careful with that.

China has the death penalty on sex with minors though I don't know the age, perhaps below 14 or perhaps only prepubescents. As for America. I agree the prison industrial complex is exploitive. America pretends to be the country of rugged individualism and personal freedom. It just wears that as a skin when in reality it is something very different. I don't believe anti pedophilia is unique to the anglosphere. It is NOT western. Its tied to the same regions of the brain animals use to protect their young. I just believe westerners are tapping more into the instincts then any other culture. We've seen examples of Thai and other South Asian people celebrating the end of child prostitution and ancient cultures putting the death penalty on adult and prepubescent sex.
