From what I know, in most of the world outside of the United States, the vast majority of teenagers become sexually active before the age of 18. It seems in Europe, not having been sexually active by the age of 18 is considered abnormal.

Adult women notice immediately when they are dealing with a beginner. Women want to end up with a master, not help getting a clueless rookie started. It is common knowledge that women want to be with men who take the lead.
For women, however, there is no vicious cycle of inexperience, given that women mainly rest on the passive part of both mate selection and intercourse, while men have to carry the burden of the active part.
Males have to put effort into convincing females of themselves, not the other way round. This applies to both humans and other animals.
There are parts performed by the woman, such as moving her male partner's foreskin during foreplay, but the active part is mainly performed by the male.
The teenage years are the most suitable time for building precious sexual experience. The human brain develops its sexual abilities during puberty. For this reason, teenage men can quickly learn how it all works. How charisma (communicating with women), putting on condoms, foreplay, touching, coitus, and the various sex positions work. It is like learning a new language. Children learn a new language faster than adults ever could, thanks to their higher neuroplasticity.
Note that I am not advocating for prepubescent infants to become sexually active. My point is, teenagehood is the most suitable time to learn sexuality in the same way infancy is the most suitable time to learn a language.
Teenage men in school are in an environment encapsulated from the outside world, with female class mates whom they may be able to build experience with. Female students possibly even outnumber male students. Because the female class mates are inexperienced themselves, they are likelier to forgive teenage men for their sexual inexperience. In contrast, adult women are largely taken, and the few who are not demand existing sexual experience from men.
Men who missed out on building these experiences during their teenagehood will not be able to meet adult womens' expectations.
So, if parents of boys are reading along, make sure your sons become sexually active during their teenagehood! This life experience can not be made up for. Stupid school homeworks and exams can wait.
Ultimately, a fulfilled romantic and sexual relationship is a much greater life goal than stupid school grades. School grades are almost nothing but shuffled numbers anyway. At least here in Germany, you receive good grades if you are personally liked by a teacher, not necessarily through good performance.
Additionally, teenagers have much more free time than adults for building sexual experience. During adulthood, much of ones' time is indentured by work. And if you, as an adult, don't work and make money, you will not be desired by women anyway.
The fact that as a man, you have to start to become sexually active as soon as possible, is not taught by school. Instead, they teach you unconditional obedience and trash you will probably never need in your life, while sexual abilities are imperative for adulthood. At least if you want to live a fulfilled life, that is.
Think about it, which part of school is more memorable? Your good-looking female classmates whom you fantasized to be physically intimate with, or inconsequential hour-long lessons and text books on stuff you largely forgot about as soon as the exam was over?
