Fresno County aims to limit sex offender concentrations may as well be "Fresno County aims to increase percentage of residents exposed to sex offenders in the community".

It's just a public-friendly rhetorical shift to justify their unwillingness to police something - knowing as they do, that they are largely not a risk.

Neighbors of homes for Centers for Living say that residents have increased crime and endanger their children.

Operators say they maintain strict control of residents and that they have the lowest recidivism rates.
