It would be interesting to monitor the situation in Japan, both to see who is pushing for such maneuvers and to see whether they have any kind of effect.
Prior to the legal changes, consensual penetrative sex with 13+ was the equivalent of a misdemeanor enforced by local prefectures, typically punishable with a fine.

I very much doubt it. However, my MAP manifesto was surprisingly allowed into a US prison via NAMBLA's letter-writing program!
