America is a uniquely punitive country in general. Only a handful of other countries have a per capita prison population as large as the US. It's the world's biggest police state.

The best options for MAPs are countries with as much cultural distance from the Anglosphere as possible, which is where the current wave of pedo hysteria originated. If you're gay like I am then fundamentalist conservative countries are also out. Nowhere is good right now but there are at least some places like China where you can probably fly under the radar and get by without much harassment as long as you don't do anything blatantly illegal or provocative in public. People there aren't pro-MAP or anything but they also aren't consumed with obsessive moral panic about it.
