That is a very good point, i myself am a female and feel it might be different for genders due to statistics and what not. I don't really find this this problem given my stature and size. It makes no sense to expect not to get stared at in public.I feel like for women, even if you're caught staring, no one's initial thought is that you're being a perv, especially if it's a young girl you're staring at. It could be "she likes her outfit, she thinks she's pretty, she's jealous". I doubt it's ever "Omg this woman is checking out this preteen girl over here, what a sicko". As a guy, I have to make extra sure I'm never staring. So, if I ever see a girl I really want to check out for a few seconds, I scroll on my phone, which I have to make sure is pointed towards the floor, don't want any wrong assumptions, and look out of the corner of my eye.
