I'd like to pin my hopes on Japan, but I heard that the reason for the legality of lolicon was because of the conservatism of the legal system. My fear is that they'll end up aping the West as it currently is because of their conservatism.

I pin my hopes on persuading liberals in the West. I feel, like with trans rights, where the West goes, other cultures eventually follow. So if you convince liberals/progressives in the West, sooner or later other countries will make similar adoptions. I can't think of an example of it happening in the opposite direction (i.e. a non-Western country concern with human rights to the point that it leads to changes in other countries).

If you read about the history of legal change in Japan, I don't think you'll be so optimistic.
