This is already in motion, with the idea that Anime Lolis and AI CP encourages inappropriate attitudes towards "children", even when no child is involved.

If it were possible to read a person's mind, they would pass laws against inappropriate masturbatory themes. In some cases it can be illegal to collect child items or innocent photography for masturbatory use, these are called Child Erotica laws in the US.

Guess we should just barr children from ever leaving their parents home. Pedophiles seeing children in public encourages inappropriate attitudes towards them so better safe than sorry.

So stupid.

Child Erotica laws exist to be a catch-all for MAPs trying to be sexually satisfied without engaging with any child pornography. They do not protect any children. Also just to be another charge on the books for the unfortunate souls who are thrown into the "justice" system.
