Building local communities

If you were to create a local community of maps, just there to connect and support each other, how would you go about it?
How would you reach out to fellow maps? How would you present it? How would you do it in a way that it's as safe as possible for members. It would never have a great endoresement and would inevitably draw some problems but if you were tasked with doing such a thing, what would your approach be and what would be the big do's and dont's?

First, I would have to reach out online to those interested and nearby. They would realistically have to be in a MAP forum.

Second, vetting. Are they trusted and generally non-disruptive?

Third, shared communication. This would preferably in an encrypted app like Element or Session, either in a group chat or just with one other person. This allows further vetting and trust to be built.

Fourth, meeting up in person. After a few months to years, try to meet somewhere safe where you know you’ll have privacy.

I’m not sure what the rest of the steps would be, but this is a good start.
