A West Virginia man is facing multiple criminal charges after police say he allegedly sent explicit messages to someone he believed was a 15-year-old girl and attempted to meet her in person.
According to a criminal complaint and affidavit of probable cause filed by the Brookville Borough Police Department, 28-year-old Roy Michael Talbott of Weirton, West Virginia was arrested on September 9, 2025, in Brookville, Jefferson County.
The investigation began after Brookville Police were contacted by Brian Knepp, organizer of the group 814 Pred Hunters. The group, based in Clearfield County, conducts online sting operations in which adults pose as minors to identify and expose alleged predators. The decoy in this case, named “Desiree,” is a legal adult who informed Talbott during their messaging that she was 15 years old.
