PORTLAND, Ore. (KATU) -- Experts say Oregon is failing to take advantage of a crucial time to help sex offenders change their ways.
Katie Gotch, a certified clinical sexual offense therapist, said her research found Oregon is one of 13 states that does not offer in-custody sex offender treatment.
