A list of examples of how attraction to babies isn’t limited to nepophiles and how baby love is embedded in our culture even if people don’t want to admit it:
-Adults having sex and reproducing with people they’re attracted to because they want their babies to look a certain way (ie. Also be attractive)
-a parent Breastfeeding their baby can be an erotic experience
-the sense of attraction a birth giver feels when their baby is just born
-Adult lovers calling each other “baby”
-age play in kink
-In the show American Horror Story -Hotel, one of the main characters, a vampire played by Lady Gaga has what some may call a very erotic relationship to her son who people call a monster. He remains an infant for his entire life and never ages.
And I’m sure there’s many more examples I couldn’t think of

Not that it matters (there's nothing wrong with being attracted to babies), but I don't think most people are attracted to babies.

I think people generally have sex with people they're attracted to because they're attracted to them. I'm not sure if you were saying that they are attracted to people 'because' they want their babies to look a certain way. Wanting their children to be 'attractive' (which could mean sexually attractive but it could also mean 'cute') at some point in their life wouldn't necessarily mean that they were sexually attracted to babies (if I had children; and I would be a terrible father, I couldn't care less what they looked like on principle but I'd prefer that they be conventionally attractive on the assumption that their lives would probably be easier. Even wanting to show off attractive trophy children or, again, finding some babies 'cuter' than others and feeling differently about them for that reason wouldn't necessarily an imply a sexual interest in babies.

I think this is because some of the affection that people have toward babies is one of the ingredients of 'romantic love,' but it doesn't necessarily mean that they're 'physically attracted' to babies.

There's a psychological aspect to this that doesn't necessarily have to do with a physical attraction to babies or even older prepubescent children. Children often have endearing personalities, for example. A lot of people also find the parent-child or significantly older-younger person dynamic to be appealing (i.e. the stereotypical roles that might involve, where the older person cares for the younger or has authority over them or maybe even just the perceived difference between people from significantly different age groups, etc.).

I would say that aesthetic attraction to babies is the norm - most parents will call some babies 'cute' and others not so much, which as a non-nepi and someone who finds people that age rather alien and ugly I can't understand (no hate to those that like them or those kids ofc). Because of this, I think many nepis can mistake their attraction for a more socially acceptable one, especially if they're women
