I think they're trying to see how far they can push the law(s) by promoting hatred against the scapegoat. Sort of like how, in the time following the September 11 Attacks, the US government promoted fear of 'terrorists' to garner support for the invasive USA PATRIOT Act, which had very little to do with 'terrorists,' and everything to do with stripping American citizens' rights and freedoms. Ditto for the 'Red Scare' McCarthyism, which leveraged a hysterical fear for 'communists' to get away with civil liberties violations such as unlawful searches and seizures, and illegal surveillance.

We can already see governments using this 'scary scapegoat' tactic to undermine digital privacy laws, such as the UK government trying to get citizens to dox themselves by providing their government IDs to access legal content online. Governments will try to make MAPs into the biggest, scariest, most contemptible 'scapegoats' they can create. If the majority agrees that MAPs all deserve the death penalty for merely breathing, then who knows what other rights and freedoms 'normies' will gladly forfeit to governments in pursuit of that cause?

But fortunately, I'm sensing that the public is starting to get tired of the game. MAPs have been the big scapegoat for 20 years. And in today's broken system, I suspect that most people are more concerned with finding a job and feeding their family, than they are with relentlessly hunting down MAPs. I dare say, even the social media 'paedophile hunters' are falling out of fashion.
