It's just for communication with admins - we don't allow private messages between regular users as we'd have to spy on the users to prevent misuse.

Oooh!! Okay that makes sense. Is it against the rules to ask for another person's off site contact? Just curious as Id like to be friends with some users

It is generally OK to share handles on other social media that are visible, after you have been here for a while.
Messenger and email clients would be OK for a user with 100+ posts in good standing.
