15 being a "mental age" is a fiction.

A man convicted of raping and sexually abusing teenage girls has a catalogue of mental health issues stemming from severe neglect as a baby by his teenage, drug-addicted biological parents, who left him for dead. George Martin Slijper (25) was convicted last year of having sex with two underage girls and communicating with an 11-year-old about having sex.

However, defence attorney Lee Halliday-Davis has argued that his severe psychiatric issues cannot be treated here in Cayman, and has asked for an order that would send Slijper, who is British, to a suitable institution in the UK to serve his time.

Slijper was convicted on two separate indictments: one after trial in relation to a 13-year-old girl, and a second following admissions in relation to two other young girls.

During a sentencing hearing on Friday, Halliday-Davis explained to the court that psychiatric assessments of her client found that he has an emotional age of 15. He has severe developmental problems resulting from being abandoned when he was nine months old and left for dead on the floor in a drug den.
