Announcement: The Developmental Consensus Initiative
Reimagining Consent, Agency, and Society's Role in Mature-Adolescent Development.

The Core Philosophy: A Spectrum of Maturity
For decades, society has viewed consent and development through a Binary Framework—a rigid cutoff line of age where a person is either a "child" or an "adult." However, human maturation is rarely static or instantaneous.

We propose a shift in philosophy—from a static "Age of Consent" to an "Agency-Based Consent Framework." This sophisticated evolution aligns with modern bioethics (such as the concept of Gillick Competence in the UK, where capacity is assessed based on understanding, not just birth).

The Developmental Consensus Initiative (DCI) is the result of this shift. We aim to move beyond rigid legal definitions to recognize a "Spectrum of Maturity." This is an evolution toward a world where the law and society recognize that some 10-year-olds are as mentally, emotionally, and socially equipped as some 20-year-olds, and where a Mature Adult-Teen (MAT) relationship—where agency and mutual development are prioritized—is seen as normal, healthy, and safe.

What We Are Building: A Tiered Consortium
To avoid a top-down structure, this project will be owned by the community. We are establishing a Tiered Consortium designed to balance long-term vision with active execution.

• Tier 1: The Steering Committee (Founders & Visionaries)
◦ Who: Dedicated individuals willing to define the core mission and long-term direction.
◦ Role: Drafting the initial manifesto, legal strategy, and governance frameworks.
◦ Commitment: Long-term dedication to the cause (1-5 years).
• Tier 2: Active Campaigners
◦ Who: Current forum regulars, legal professionals, therapists, or researchers already working with MAPs (Minor Attracted People).
◦ Role: Public outreach, legal research, media engagement, and community education.
◦ Commitment: Mid-term engagement (3-6 months).
• Tier 3: The Public
◦ Who: General forum members, curious readers, and Early-Childhood Development (ECD) Partners.
◦ Role: Feedback, anonymous surveys, and moral support.
◦ Commitment: Flexible involvement.

Note: We use the term ECD Partners to encompass all young partners involved, regardless of specific age. For some, the focus may be on Early-Childhood (ECD), for others, it may be on late adolescence. The goal is inclusion for all Minor Attracted People (MAPs), whether they are attracted to younger females or males.

Security, Privacy & Digital Resilience
We know trust is fragile. This project will operate with a focus on Critical Operational Security (OpSec).

• Communication: Initial communications will use Trusted Forums such as Visions of Alice and MAP Union or Tor-based bridges for anonymity.
• Data: The Steering Committee will utilize a lightweight, decentralized tool to manage consent records, ensuring that only necessary data is stored.

Strategic Roadmap
We are not launching a "static website" but a living, breathing Developmental Relationship. The parent organisation is forming with a target date to be fully operational by the end of 2026.

1. June to September (Community Foundation)
◦ Begin on-boarding members.
◦ Publish the "Foundational Survey" focused on Mature-Adolescent Partnership needs, not just age ranges.
◦ Focus: Issues like legal age, emotional readiness, and financial dependency.
2. October (Talent & Vision)
◦ Review survey results.
◦ Announce the founding Steering Committee members.
◦ Begin drafting the "White Paper on Developmental Agency."
3. December (Public Call-Out)
◦ Invite specific Tier 1/2 professionals (Lawyers, Therapists) to join the core team.
◦ Define the initial White Paper.

The Future Ecosystem: Connecting to the Parent Organization
While this project is the first sub-organization, it is part of a larger future "Developmental Ecosystem."

• Tier 1 (This Project): The Lobby & Legal/Advocacy sub-organization (focused on law, media, ethics, and public education).
• Tier 2 (The Generational Stewardship Trust): A broader umbrella organization.
◦ Sub-1: Tools & AI: Developing digital tools to assess maturity and consent.
◦ Sub-2: Research & AI: Analyzing long-term outcomes of Developmental Relationships.
◦ Sub-3: Finance & Grants: Funding independent research into MAP issues.

By starting with the Lobby (this project), we build the Legitimacy needed to operate under the parent organization.
