Ruth Ginsburg on the age of consent

Back when Ruth Ginsburg was a radfem, she thought the age of consent should have been lowered to 12 when she co-authored a book on sex biases in US law:
"Eliminate the phrase carnal knowledge of any female, not his wife, who has not attained the age of 16 years' and substitute a federal, sex-neutral definition of the offense. . . A person is guilty of an offense if he engages in a sexual act with another person,.. . [and] the other person is, in fact, less than 12 years old." (p. 102)

I’m curious- did the idea of Romeo and Juliet exemptions not occur back then, or were they actually in favor of youth autonomy, even to the point of choosing clearly adult partners.
