I'm a Michigander as well. Can't pinpoint but just west of Detroit. I know no other BLs and haven't ever PM'd with anyone here - but would like to. I haven't made enough posts to PM yet, I guess, but would love it if someone from my area would reach out and chat.
So, let me get this right - PMs are forbidden, and yet the ABILITY to PM is there. Why? To tease us? To put us in our places? To remind us that we are not on the same level as the almighty Moderators?
I believe it’s less a matter of everyone not being at the same level, and more a matter of responsibility. There are many users and few moderators. It makes sense for something like this to be regulated in some way by a trust system.
Sounds more like they are reminding you not to share private messenger ID or arrange for meetings (since you specifically said you wish people from your area would reach out for a chat).

Yeah, no idea why they are visible, I'm no admin. Maybe it is just a limitation of the platform software. And we ourselves not-so-almighty mods use them very rarely.
When society judges without understanding, it silences hearts that yearn for connection.

PMs are enabled for mods, allowing mods to use them to communicate with users about moderation issues. They're disabled for regular users as we don't want people doing anything that might cause legal trouble. This has been a problem on BL boards in the past. It will not become a problem here.
However, regular users can still use the report function to dispute a moderation issue with a mod, or to report a problematic post.
There really should be a better solution in phpBB, but we're not going to write our own board software.
