That's true. Also, I think harsher sentences contribute to this climate where abuse gets underreported. Who is going to snitch and potentially kill someone? Not to mention if the one convicted was a minor. Some places say lewd conduct with anyone under 12 or 13, so what if the one convicted IS still a minor?
