It would only for Members registered on the forum, similar to VoA and would encourage people to come back. It would also be on the front page, on a sidebar.

The VoA implementation requires mods to open the chat. Messages disappear after the session, so there is a risk of misuse and resultant legal problems unless the chat is actively moderated.

We're not big enough for that. If we had 10 or something moderators logging in and out all day long, this would be a possibility.
