Nobody who grew up before the internet should be in charge of something like this. Young people already lack privacy because of increased surveillance, and now you try to remove their ability to explore sex privately? This is a knee jerk reaction that misunderstands how sexuality has had to change. Back in the 80s you wouldn't have kids being allowed to buy porn, or rent it, but young people still had plenty of opportunities to explore their sexuality with each other. The spread of helicopter parenting and widespread adoption of CCTV suppressed that. Fortunately the internet meant that you could explore sexuality in spite of those changes.
What you're asking for, by implication, is a world in which no minor has any interest in sexuality before the age of 18. It doesn't exist. Trying to control what sites minors access isn't like preventing a young person from buying a pornographic magazine in a shop; every interest people have is now facilitated by the internet.

I grew up without the Internet and I encountered porn by the age of 10.
Boys at school had porno magazines they'd found and handed about like treasures and I knew where my dads porn stash was, some under his bed and some hidden in a cupboard downstairs and yes, I would sneak looks at it. There was porn in physical forms in plenty of places when I was young.
Is it worse today? I suspect if you asked young people in the 70s or 80s or 90s iif they'd encountered porn then most would say yes, so quite similar to today. My dad had a mix of porn including legal teen porn, videos and magazines. If half are reporting they've seen porn by 13 or 14 then it sounds like fewer young people are encountering porn today than they used to.

The UK seems really obsessed with (adult) porn that shows anything other than plain vanilla sex.
