TULIA, Texas (KVII) — A former Texas County Sheriff's deputy was sentenced to 30 years in the Institutional Division of Texas Department of Corrections for child sexual abuse violations in Swisher County.
According to Texas Attorney General Ken Paxton's Office, James Mark Bishop, 52, pleaded guilty on Aug. 28 to two charges of aggravated sexual assault of a child and sexual performance of a child and was sentenced to 30 years in state prison by the 242nd District Court.
Bishop was charged with sexually abusing his then 12-year-old niece in 2018. Bishop, a convicted sex offender out of Oklahoma, was living in Tulia, Texas and working as a truck driver while abusing his family member and soliciting child pornography.
The investigation uncovered that Bishop was still facing prison time for his original sentence in Oklahoma for knowingly downloading child pornography and provided the basis for the revocation of his parole in Oklahoma.
Bishop was a deputy with the Texas County Sheriff’s Office in 2005 when he was arrested for sexual exploitation of a child. He was convicted in 2007 on five counts of knowingly downloading child pornography.
In 2011, Bishop was released from prison. He was placed on probation and subsequently moved to Tulia.
He was arrested in Tulia in 2020 for continuous sexual assault of a child and indecency with a child by sexual contact for incidents involving a 12-year-old girl.
After several months as a fugitive listed on Texas Most Wanted, Bishop was arrested in Oregon by the U.S. Marshals Task Force and brought back to Texas in 2022 by a joint effort of federal law enforcement and the Texas Attorney General's Office.
Bishop’s parole was revoked in Oklahoma, where he was sentenced to 33 years in prison. In addition, Bishop was sentenced to 10 years in the federal penitentiary for failure to register as a sex offender in late 2022.
The Attorney General's Office and Tulia Police Department investigated the case.

It doesn't seem like he was able to control his behavior, even after multiple brushes with the law and despite having been a cop himself.
I wonder if his attitude at the end was one of "I don't care" or if he thought "this time I won't get caught". For some people forced to register going back to prison is preferable to the pressure of life outside.
30 years is a long time- taking him through to 82. But he has shown that he refuses to comply with society's rules.

10 years for an administrative violation is bullshit, though, however you look at it.Bishop was sentenced to 10 years in the federal penitentiary for failure to register as a sex offender in late 2022.

This is very bittersweet to me. I wonder how many people he has put away for the same crimes he has been found guilty of.
