The state has no right to test anyone. There are adults that would get instructions wrong also. I am neutral when it comes to the issue of voting rights. I have no problems with 16 year olds voting. I think it is promoted by the establishment to use people in the same way that giving immigrants the vote. When it comes to the powers of the state, I would be somewhat supportive of a universal basic income. I support AAMs and MAPs. Personally I am a romantic GL but I support loving relationships between people from infants all the way up to the elderly.
