I think hebephilia is becoming more or less taboo but accepted due to desensitization to the overuse of the accusation of pedophilia when it actually applies to, say, 16 year old girls. Sexuality involving actual children is still extremely taboo to society (including children's own sexuality, routinely today, infantile masturbation and sexuality is treated as suspect by caregivers and treated as a possible sign of "CSA"), and will continue to be shocking for people. In my opinion the best option is not to focus on pedosexuality but to take pedophile rights and child liberation as two separate things to push for since both of these are reasonable demands to any rational person. Most of the taboo and disgrace from society comes from the obsession with the shock of pedosexuality which the public has when they think about children sexually, ultimately they are disavowing their own fantasies about child sex and their own pedophilic side, this is why there's an extreme focus on "child abuse" and people are so outraged and fascinated by pedosexual contacts.

Scapegoating

Another possibility is that some people/groups might need a "scapegoat" that they can use for virtue signalling and to feel morally righteous, so they can feel good about themselves. "Look, I'm against minor attraction! I'm a science believer! This makes me a good person!". People bond over common enemies.

They are against minor attraction mainly because it is the popular opinion. Had they lived a century ago, they would be just as opposed to homosexuality.

It's similar to the witch hunting in medieval times, and homosexuality being considered an illness in the last century while now being widely accepted. The same pattern is repeating, just for a different sexual orientation.
