LONDON, Oct 25 (Reuters) - A British police officer was jailed for life on Wednesday for grooming dozens of young girls into sharing explicit images of themselves through the messaging app Snapchat, in the latest shocking case involving a serving officer.
Lewis Edwards, 24, admitted 162 offences of child sexual abuse against girls aged 10 to 16, whom he also blackmailed with the threat of exposure, Britain's Crown Prosecution Service (CPS) said.
Edwards posed as a teenage boy to target more than 200 girls between 2019 and February this year and manipulate them into sending him indecent images.

Some victims begged him to stop, but he demanded further images, using threats and blackmail, prosecutors said.
Edwards received some of the images while on duty as an officer in South Wales. Detectives found he possessed heavily encrypted electronic devices alongside a blackmail manual.
"The public will be as shocked and sickened as we are that such appalling offences were committed by a serving police officer," said Danny Richards, assistant chief constable of South Wales Police.

Edwards was given a life sentence at Cardiff Crown Court and will spend a minimum of 12 years in jail.
"He has caused significant harm to the victims, to their parents, their siblings and their wider families," Judge Tracey Lloyd-Clarke said.
"It is clear that he not only gained sexual gratification from his offending but that he also enjoyed the power and control that he had over these young girls. His reaction to their distress can properly be described as cruel and sadistic."
Trust in Britain's police forces has been badly damaged in recent years following a series of major scandals, including officers being convicted of murder and rape.

London's Metropolitan Police, Britain's largest force, this year began reviewing its handling of previously closed complaints against nearly 1,100 officers and staff over the last decade, including allegations of sexual assault.
"Any sexual exploitation of young people is abhorrent and our hearts go out to the victims in this case," said a spokesperson for Snapchat.
They said the app used technology to detect and prevent such abuse and provided extra protections for under-18s, including a recently-added warning about being contacted by strangers and a feature for parents to monitor activity.

A police officer in Ohio has been arrested after reportedly admitting to "exchanging nude images with a juvenile female."
As reported by CBS affiliate WTOL-11 TV, Austin Sabo, 23, was arrested on Wednesday after authorities conducted a search warrant at his home in Oak Harbor, Ottawa County. He is facing two counts of disseminating matter harmful to juveniles and illegal use of minor in nudity-oriented material.
Sabo Fired in the Wake of the Allegations, Had Recently been Hired as a Patrol Officer
Sabo was an officer for the Walbridge Police Department but has since been fired. Village of Walbridge Mayor Ed Kolanko told the local news outlet that Sabo was on a probationary period as he was recently hired as a part-time patrol officer.

Authorities from multiple law enforcement agencies executed a search warrant at a home in the Oak Harbor area on Wednesday as part of an ongoing child sexual abuse material investigation. A K-9 team found several devices that investigators took in as evidence.
Sabo admitted to the allegations during an interview, authorities said. The Ottawa County Major Crimes Unit said those with information on child abuse or other crimes can contact them at 419-898-3155.
For now, the age of the juvenile female in question hasn't been disclosed to the press yet.

$1 million bond set for Akron police officer accused of creating, sharing child pornography

Akron police officer Geoffrey Parker, escorted into the courtroom by two agents from the Ohio Bureau of Criminal Investigation, was arraigned in the Niles Municipal Court on Wednesday, where he faces seven felonies relating to creating and sharing child pornography.

“The court is very concerned that there are seven different charges,” Judge Christopher Shaker said during the hearing, as Parker stood in handcuffs connected to a chain around his waist and wearing the same DILF T-shirt he was arrested in. Shaker noted that Parker is a public servant and “the children are of such a young age.” The judge set his bond at $1 million “in order to protect the public.”

According to the criminal complaints, Parker is facing five felony charges for sharing “sexually explicit videos with minors engaging in sex acts” and two felonies for photographing a 5-year-old child “in a state of nudity” and then sharing those photographs online in order to “receive other explicit images of children.”

All seven charges are second-degree felonies and are alleged to have occurred between Aug. 13 and 16 at his home in Mineral Ridge, just outside of Niles in Trumbull County.

Niles prosecutor explains how Parker caught the attention of police

Niles City Prosecutor Philip Zuzolo told Signal Akron that Parker was involved in a group using the Kik application. He said Parker uploaded images of the minor as a “quid pro quo” to receive material from other users.

He said the day Parker sent the files – Aug. 13 – an artificial intelligence program flagged them as potential child sexual abuse material (CSAM) and sent the content to a task force in Washington, D.C., for a human to analyze the files.
The case was quickly referred to the Ohio BCI, whose agents arrested Parker at the Akron Police Department headquarters on Aug. 16. He was booked into the Summit County Jail on a “courtesy” hold.

When Parker was detained by BCI agents, Zuzolo said that Parker “made admissions” about some of the allegations.
At Wednesday’s hearing, Shaker set Parker’s bond at $1 million. If he posts it, Parker is barred from returning to his home because it is near a school or having contact with his children. When Shaker asked him where would stay, Parker said a sister in Brookfield might take him in.
In order for Parker to get out of jail while the case is pending, Zuzolo told Signal Akron that Parker would have to pay a bail bondsman a $100,000 fee for the bondsman to pay the $1 million cost of the bail. Parker would not get the $100,000 back..
The 34-year-old Parker joined the Akron Police Department in June 2020. According to court records and social media, Parker is married and has two children.

On Monday, Parker will face another hearing in Niles Municipal Court, where it will be determined whether there is probable cause for the charges. If so, the case will be sent to a grand jury at the Trumbull County Court of Common Pleas.
Signal Akron has requested the contents of Parker’s personnel file but has not yet received it.

A former Washakie County Sheriff's deputy and recent hire of the Worland Police Department has been accused of sex crimes with multiple children. He was charged Monday with two felonies.

A former sheriff’s deputy and police officer in Washakie County, Wyoming, is facing two felony sex charges on claims he sexually abused multiple children.
Myron Chatwin could face up to 40 years in prison and $20,000 in fines if convicted on both counts. He was charged Monday in Worland Circuit Court.
Wyoming Division of Criminal Investigation (DCI) agents took up the investigation Dec. 5, after the Worland Police Department sent DCI an email saying a young child had disclosed several allegations of inappropriate sexual contact to a counselor.
After this, other children came forward, one reporting abuse that happened as early as age 6, according to the evidentiary affidavit filed in the case.
The children who came forward after the first one described Chatwin’s tactics of inappropriate touching in the same wording the first child had used, the affidavit says.
DCI agents even asked questions using different wording, and one of the children corrected them, referring to the alleged tactics using the same language the first child had used, says the document.
Chatwin, who was held recently in the Hot Springs County Detention Center, did not immediately return a voicemail request for comment.
The jail said Chatwin was no longer in its custody as of Thursday.

Chatwin was a detention deputy for the Washakie County Sheriff’s Office for just over a year, and transitioned to the Worland Police Department in November, Washakie County Sheriff Austin Brookwell told Cowboy State Daily on Thursday in response to an email request for comment.
“At my request, following his arrest by DCI, Mr. Chatwin was housed in Hot Springs County to avoid any potential complications arising from his prior association with our facility,” said the sheriff.
“Given his status as a former employee, the Washakie County Sheriff’s Office has had minimal interactions with this case,” Brookwell said, noting that DCI has been handling the investigation.
The Worland Police Department did not immediately respond Thursday to an email and voicemail request for comment.

INGHAM COUNTY, MI - The Meridian Township Police Department ended the employment of an officer after he was arrested on child pornography charges.
Alexander Stachura, 38 from Williamston, was arraigned Wednesday, Dec. 11 on three counts of possessing child sexually abusive material and three counts of using a computer to commit a crime, according to Michigan State Police.
If convicted, Stachura faces up to four years in prison for each possession count.
Michigan State Police started investigated Stachura in October after a family member reached out to the department.
Stachura was then placed on administrative leave until criminal charges were brought and the Meridian Township Police Department “concluded his employment” on Dec. 10.
“While we respect the criminal justice process and its presumption of innocence until proven guilty, we recognize a resolution is unlikely to be reached quickly. This strains our department’s staff as they fill in for the absent probationary officer, who cannot reasonably fulfill his duties while the criminal justice process unfolds,” Police Chief Rick Grillo said in a statement.

Federal Deputy Professor Alcides Ribeiro is the target of the Civil Police of Goiás, which is investigating alleged involvement with minors under 18 years old

Federal Deputy Professor Alcides Ribeiro (PL-GO), suspected of having sexual relations with minors under 18 years old, stated in a statement that “they are trying to establish a dishonest narrative, based on the distortion of facts that allegedly occurred and that supposedly indirectly involve my name”.

“I deplore the prejudiced, petty and criminal use of my public sexual orientation as a political weapon. I am homosexual, I am not a criminal. Criminals are those who rise up against me”, alleged the parliamentarian.

On Thursday (12/12), the Civil Police of Goiás launched Operation Peneira, executing arrest and search and seizure warrants against three people accused of breaking into the home of a teenager to allegedly delete compromising images of the parliamentarian that were on the victim's cell phone.

One of those arrested in the operation is the deputy's security guard and lives in Alcides' house in Aparecida de Goiânia. The other is an advisor to Alcides Ribeiro in Brasília.

“I vehemently reject the involvement of my name in a thicket of untruths, deliberately conceived by those who, at a very delicate political moment in the country, are fueling the media circus set up by the spectacular Operation Peneira,” argued the deputy in a statement.

The warrants were served by the Child and Adolescent Protection Department (DPCA) of Aparecida de Goiânia.

The parliamentarian said he will prosecute those involved in the “false” accusations involving his name, and argued that this is a reflection of social homophobia.

“I recognize myself as homosexual. I have suffered countless forms of prejudice throughout my life. Homophobia is a crime. Using the police apparatus for an obvious media operation is a crime. “The attempt to tarnish the reputation of an honest man is a crime,” the parliamentarian stressed.
In October, Alcides Ribeiro ran for mayor of Aparecida de Goiânia, the second largest city in Goiás, and received the support of former president Jair Bolsonaro, a member of the same party. He finished the election in second place, behind Leandro Vilela, from the MDB.

Former Fayette County Law Enforcement Officer Sentenced to 25 Years in Prison for Child Sex Trafficking and Obstruction

CHARLESTON, W.Va. – Larry Allen Clay Jr., 58, of Fayetteville, was sentenced today to 25 years in prison, to be followed by 10 years of supervised release, and ordered to pay $80,000 in restitution for sex trafficking a 17-year-old minor female and obstructing the resulting investigation. Clay must also register as a sex offender.

Clay was the Chief of Police for the Gauley Bridge Police Department and a deputy with the Fayette County Sheriff’s Department at the time of the offenses. Evidence at trial proved that Clay paid a total of $100 to co-defendant Kristen Naylor-Legg to have sex with her 17-year-old minor female relative on two separate occasions in June 2020.

During both incidents, Clay wore his Gauley Bridge Police uniform, badge, duty belt, and service firearm. The first incident occurred at or near Clay’s Gauley Bridge-issued vehicle on a rural Fayette County road. The second incident took place inside the former Gauley Bridge High School, in a basement office reserved for the Gauley Bridge Police Department. Investigators were able to retrieve DNA evidence from a washcloth discarded in the office.

After the minor female reported both incidents, Clay sought to persuade Naylor-Legg to lie to law enforcement about what happened. Clay also asked a law enforcement officer if his criminal conduct could be covered up.

Following four days of trial, a federal jury found Clay guilty on April 28, 2023 of conspiracy to engage in sex trafficking of a minor via coercion, sex trafficking of a minor via coercion, and two counts of obstruction of justice.

“Today’s sentence reflects the incalculable harm Larry Allen Clay Jr. inflicted on his minor victim, his community, and the public’s trust of law enforcement,” said United States Attorney Will Thompson. “He failed his oath to protect the public and uphold the law. But Clay also failed to anticipate his victim’s courage. Despite everything she endured, she came forward. Because of this survivor’s bravery and resolve, he was brought to justice.”

Naylor-Legg, 31, of Gauley Bridge, was sentenced to nine years in prison on August 31, 2023 after pleading guilty to conspiracy to engage in sex trafficking of a minor under the age of 18.

Thompson commended the investigative work of the U.S. Department of Homeland Security-Homeland Security Investigations (HSI), the West Virginia State Police and the Fayette County Sheriff’s Department.

United States District Judge Joseph R. Goodwin imposed the sentence. Assistant United States Attorneys Jennifer Rada Herrald and Monica Dillon tried the case, securing guilty verdicts on all four counts against Clay.

A police officer who blackmailed and threatened underage girls to send him explicit photos of themselves on Snapchat has been jailed for life.
Lewis Edwards, of Cefn Glas, Bridgend, groomed more than 200 girls online.
The 24-year-old, who had 4,500 indecent images of children, admitted 160 counts of child sexual abuse and blackmail.
The South Wales Police officer messaged 210 girls aged 10 to 16 from November 2020 until February 2023 and images of 207 of them were found on his devices.
Edwards, who refused to go to Cardiff Crown Court throughout his three-day sentencing hearing, joined the force as a police constable in January 2021 but is now barred from policing.
Handing him multiple concurrent prison sentences, including several life sentences with a minimum term of 12 years, Judge Tracey Lloyd-Clarke said: "It is clear that he not only gained sexual gratification from his offending but he also enjoyed the power and control he had over these young girls."
Edwards will also be subject to an indefinite sexual harm prevention order, barring him from working with children or vulnerable people and requiring him to keep his personal details logged with police.
She described his behaviour as "cruel and sadistic" and "psychologically manipulative", adding that he posed a high risk of danger to children.
"Even when his victims were crying, begging him to stop, the defendant did not stop even though he could be in no doubt about the immense harm he was causing his victims," she said.

Edwards used a profile picture of a teenage boy to trick his victims into sending explicit images, with one saying that during video calls Edwards would sit in the dark, showing only part of his face.
The young girls were told by Edwards to take nude pictures, sometimes wearing only items of their school uniform, and perform sexual acts.
When they tried to ignore his demands he threatened them and said he would share the images he already had, or said he would hurt their families.
Prosecutor Roger Griffiths said one 12-year-old victim was told by Edwards he could "come to her house and shoot her parents".

Edwards installed a "legitimate application" which allowed him to record images sent to him by the girls on Snapchat, without their knowledge.
In an audio recording played in court, Edwards could be heard saying "I wish I could just watch these forever" as he watched sexual videos sent to him by a 13-year-old.
In another video, a girl was audibly distressed and could be heard saying "do I have to?" and "I feel forced".
Mr Griffiths said Edwards received images from girls while on duty at least 30 times.
Among his victims were two sisters, aged 13 and 15. The younger sister sent images of her bottom and breasts and a video of her performing a sexual act.
In a victim statement, one girl said: "I was only a little girl. I feel confused, embarrassed, disgusted and I have no self esteem. I lost my innocence. I felt guilty and I still struggle to trust people."

Another victim, who was 13 when Edwards contacted her, told the court the contact began when she was about to start at a new school.
"I was vulnerable because I really wanted to make new friends. I thought I was talking to a really nice boy who liked me lots," she said.
Edwards would tell the girls stories about bad things happening in his life to "guilt trip" them, Mr Griffiths added.
Judge Lloyd-Clarke said Edwards' crimes were "significantly aggravated" by the fact he was a police officer.
She added: "There is no doubt that his actions have caused significant harm to the reputation of South Wales Police and police in general.
"But it should also be borne in mind that it was officers from South Wales Police who investigated this case."
South Wales Police said its investigation into the case began in December 2022 when the force was made aware of suspicious online banking activity linked to the downloading of indecent images of children from the dark web.
Officers linked an IP address to Edwards' address and, after his home was searched, victims were identified through Snapchat usernames, despite Edwards refusing to provide pin codes to two of his devices.

South Wales Police Assistant Chief Constable Daniel Richards said Edwards' crimes were "despicable".
"The public will be as shocked and sickened as we are that such appalling offences were committed by a serving police officer," he added.
"As soon as we knew the offender was a serving police officer, Edwards was suspended and sacked."
He also said that vetting of Edwards at the time of him joining the force did not indicate anything to suggest the "abhorrent offences".
Lucy Dowdall of the Crown Prosecution Service said Edwards targeted vulnerable children and "ruined their lives".
Just one victim was found by Edwards directly through his role as a police officer whom he messaged after responding to a 999 call and noting her as a "vulnerable girl" in his paperwork.
Snapchat said: "Any sexual exploitation of young people is abhorrent and illegal and our hearts go out to the victims in this case."
The company said it "works in multiple ways to detect and prevent this type of abuse" including recently adding new pop-up warnings for teenagers who may have been contacted by someone they do not know.
The NSPCC called the case "incredibly distressing" and "deeply concerning".

Former Scranton officer charged with rape, sexual assault of several students

SCRANTON, LACKAWANNA CO. (WOLF) — A former Scranton police officer has been charged with sexually abusing several students.

Stephen J. Carroll, 49, was charged by Pennsylvania State Police on Friday with rape, involuntary deviate sexual intercourse, statutory sexual assault, official oppression, institutional sexual assault and other related offenses following an investigation into incidents dating back to 2009.

Pennsylvania State Police allege in court documents that Carroll drugged, sexually assaulted and had inappropriate communication with multiple students as a Scranton police officer serving as a school resource officer for the West Scranton High School.

The alleged assaults happened at Carroll’s home and at West Scranton High School. At least five victims are mentioned throughout the incidents.

According to authorities, recent interviews and the collection of evidence led to the filing of charges this week. Carroll is facing 49 charges including rape, sexual assault, indecent assault, corruption of minors and related counts.

Carroll was arrested Friday morning and arraigned. Bail was set at $500,000. His preliminary hearing will be on Jan. 3, 2025.

“This public servant took an oath to protect his community and was specifically assigned to look out for the well being of students — instead he used his position of authority to groom and sexually assault multiple teenagers. This collaborative investigation uncovered a pattern of abuse that spanned years. I thank the grand jurors who listened to many hours of testimony; their time and effort led to these charges. We will continue to prosecute this case and our efforts to hold this accused predator accountable.”
