Question regarding the no sharing contact info rule

If we really hit it off with another member and wanted to pursue an offsite friendship are we basically SOL and can only be friends on board?

If people with a track record of constructive participation want to exchange non-identifying e-mail addresses, we are unlikely to intervene. For example, if you and the author of this topic wished to initiate such contact, there would be no problem at all.

People with very few posts using the board as a way to set up messenger chats for questionable purposes, including possible entrapment, is the concern.
With that in mind, do stay safe out there!

Clearly, fediverse and mainstream social media allows users here to follow others by their identity and talk to them privately. We are under no legal obligation to prevent this, even via this forum unless we know the person to be younger than 13 years of age.

The restrictions are in place to prevent flagrant misuse of the forum as a contacts section, up to the level where an argument could be made that it is being used as a front for something else.
