My understanding is that if this forum allowed UK IPs to access then maybe ofcom would think they can include it in the online safety laws as the UK IPs would suggest there are UK users here. It doesnt really matter where the host is, its about user base I believe. If it might violate a UK law, then the site cannot enable UK users to do it. This helps protect both users and the site.
