How do I PM an Admin?

It seems I have no ability to PM an admin or any other member. Is this because I'm new?

Mu admin:

enabled PM sending for moderators/admins and reading for users. Users can send us a PM by using the [!] button on any post and selecting the forth reason, and then submit it. We admins receive it via our notifications and see it in the moderator panel, and can PM the user with our answer. They can respond by reporting our PM using the [!] button again.

A reminder for users not to use this feature to complain about content on the forum, as this is contrary to the rules. For this, always use the report function.

To clarify, this is something we had trouble with. It led to a member of the forum leaving, as he would not report each infraction independently for deliberation, and then got angry when I couldn't help him via email.
