I think part of the issue is the definition of adult could have multiple meanings.
Many people would say an adult is someone who reaches the age of majority but then there are many people who would say an adult is someone who is in a position of authority (like a parent, teacher or social worker etc ...

I thought it was legal for adults of any age to date or mix with anyone including minors. The only difference is it one of them is under the legal age of consent, they just can’t do anything sexual.
