What age should penis contact and or gential stimulation be allowed on a minor?

If consent was based on memory, people with dementia would not be capable of consent either. I regard that particular issue as irrelevant.

What I meant is that I don't know if there is anything risky about an infant/toddler having an orgasm, even though they occasionally happen. I know that orgasms are normal long before puberty, but I do not know if they are unsafe before a certain (5? 2?) age, as I do not recall seeing positive/neutral experiences of orgasm that young (an alternative explanation is that they would forget).

I had firsthand experience with self-induced orgasms when I was 5 that were positive, repeated relatively frequently when I had the chance and felt like it, and didn't seem to cause any harm. I could have been 4 or 3 and have memories of those, I don't really remember a time when I didn't, but time gets blurry that far back and the most time-specific memory I have is of worrying about being caught at school.

0-2 for learning consent but 3-5 for contact
consent should be one of the first things that someone learns, either thru their parents or at school (with good sex education as well because that is important and they should know what they're consenting to at age 3-4 because thats when they can make memories and remember stuff)

as long as they understand what'll happen, how to say "I want to stop doing this" and "I want to do this" then contact is fine

Fair enough, but the changes in the brain between 2 and 3 regarding memory wouldn't be a social construct from my perspective. I think I've argued before that it's the most significant change; from 4 onwards the changes in the brain are mostly incrimental/gradual, the major jump is between 2 and 3.

Makes sense. I used to think of it like spice receptors and children: since flavors are stronger, they might be more overwhelming to children.

I was thinking similar to you except I placed it much higher

Learning consent around 9-12 and having all the safe sex you want unrestricted 13 and up, or maybe 11.5 post pubescent if you really push my limits.

I cited how before I was 11 my sexual arousal was not concrete, I would get sexually attracted to all sorts of inanimate things, tv show characters and it wasn't till the hormones kicked in at 11 that I realized my concrete arousal to girls and women. Though part of me has doubts and prefers people wait till about 14 to have sex, this is definitely due to cultural conditioning, I see strong evidence solid libidos emerge as young as 9 but usually later.

Once again my bias is I am very attracted to tiny small prepubertal girls ages 2-6 and I do not believe any of them under any circumstance can consent to penis contact or genitial sitmulation ever.

Have you forgot the risk of pregnancy STDs and learning about consent itself? Like I said if I'm pushed I can lower it from 13 to 11.5 but most children below 9-10 don't have a proper libido.They'll won't find anything strongly attractive but will still find anything potentially attractive because they lack hormones that put them in erotic mental states. This can lead to people taking of them.

When tanner stage 4 is puberty is done averaging 12-14, that is when one can say they are a biological adult with a strong libido capable with all mature behaviors like regular instead instead of ocassional periods. The best way to think of puberty is a bunch of components developing independently and 12-13 for girls and 13-14 for boys is when all systems are up and going.

So why not 13 AoC on both genders? That's already off the charts radical in most of the world today, but at least it has solid biological arguments unlike 18 AoC which is clearly the standard due to the public school systems average graduation deparature date.

Compulsory education is an immoral practice endorsed by the corporate elite. I mean actually lecturing children about sex, give me a break, boring. It all keeps the failed system of representative democracy in place.
